Comprehensive Community Based Rehabilitation in Tanzania (CCBRT) invites qualified and experienced Medical Doctors to apply for a short-term consultancy assignment aimed at strengthening hospital financial sustainability through the development of a comprehensive service costing framework.

Annually, CCBRT impacts the lives of over one million people through direct clinical services, capacity building, referral system strengthening, health education, and mainstreaming disability inclusion across health services.
To further enhance financial sustainability, operational transparency, and accountability, the hospital intends to establish a robust and standardized costing system for all medical services. This initiative will provide a structured foundation for internal pricing decisions and future market benchmarking exercises.
Job Position: Special Assignment: Costing of Hospital Services (Medical
Doctor – Consultancy)
Job Type: Short-term (6 Weeks)
2. Objective of the Consultancy
The primary objective of this assignment is to design and implement a comprehensive, standardized costing framework for hospital services by:
- Validating and standardizing the nomenclature of hospital services
- Identifying and itemizing all billable service components (“cost ingredients”)
- Producing detailed cost breakdowns and total unit costs per procedure
- Establishing a transparent methodological foundation for pricing and benchmarking
3. Scope of Work
The selected consultant(s) will undertake the following key tasks:
I. Service Definition and Standardization
- Review and validate the full list of hospital services
- Ensure service names align with clinical standards and are patient-friendly
- Harmonize service definitions across departments
II. Itemization of Service Components
- Identify all direct and indirect cost components per service (e.g., consumables, pharmaceuticals, equipment utilization, staff time, overhead allocation)
- Clearly differentiate between variable and fixed cost elements
- Establish standardized costing templates
III. Costing Analysis
- Develop detailed itemized costing sheets for each procedure, surgery, and consultation
- Calculate total unit costs per service
- Document assumptions, costing methodologies, allocation principles, and data sources used
IV. Reporting and Validation
- Compile a comprehensive consultancy report outlining service lists, costing methodology, assumptions, and final unit costs
- Present findings to Hospital Management for technical validation and approval
4. Expected Deliverables
The consultant(s) will be required to submit:
- A validated and standardized master list of hospital services
- Itemized costing sheets for each service and procedure
- A final consultancy report detailing methodology, assumptions, and calculated unit costs
- A formal presentation to the Hospital Management Team
5. Duration of Assignment
The consultancy will run for a maximum period of six (6) weeks, commencing on 18 March 2026.
6. Required Qualifications and Experience
Applicants must meet the following criteria:
- Medical Doctor with demonstrated clinical experience in hospital settings
- Strong knowledge of hospital operations, procedures, and billing systems
- Excellent analytical, documentation, and reporting competencies
- Prior experience in healthcare costing, financial analysis, or health economics will be a distinct advantage
7. Reporting Line
The consultant will report directly to the Head of Finance Department and work closely with designated technical and administrative focal persons.
8. Confidentiality
All data, documentation, and findings generated during the consultancy remain the exclusive property of CCBRT and must be handled with strict confidentiality and professional integrity.
9. Additional Requirements
At the commencement of the assignment, the selected consultant must submit to the HR Department:
- Certified copies of academic and professional certificates
- Certified copies of additional qualifications (if applicable)
- Any further documentation requested by HR or the designated coordinator
