Purpose for the job
The Health Specialist reports to the Health Manager (Level 4) for guidance and general supervision. The Health Specialist supports the development and preparation of the health programme and is responsible for managing, implementing, monitoring, evaluating, and reporting the programme progress of a sector of the health system strengthening in relation to health management information systems and digital health as part of the Health programme within the country programme.
The Health Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of concrete and sustainable results according to plans, allocation, results based-management approaches and methodology (RBM), organizational Strategic Plans and goals, standards of performance, and accountability framework.
Qualifications and Experience
Education:
- An advanced university degree in one of the following fields is required: Information Technology, Computer Sciences, Public Health, Social Sciences, International Development or another relevant technical field.
- Certifications: Digital Health: Planning National Systems, Open Health Information Exchange, and HL7/FHIR Fundamentals courses are an asset
Experience
- A minimum of five years of professional experience in one or more of the following areas is required: supporting digital health and health systems strengthening programmes
- Experience working in a low-income setting is considered as an asset.
- Relevant experience in a UN system agency or organization is considered as an asset.
Desirables (experience):
- Supporting the development and operationalisation of national eHealth strategies, policies, and health sector development plans.
- Digital readiness and maturity assessments.
- Developing costed country digital health implementation roadmaps and blueprints.
- Contributing to the design and governance of digital health solutions, including HMIS, DHIS, community health information systems, and electronic registries.
- Engagement with Digital Public Goods (DPGs) and open-source technologies, including at least three UNICEF priority platforms (CommCare, DHIS2, iHRIS, mHero, OpenMRS, OpenLMS, OpenSRP, RapidPro, etc.).
