Lushoto District Council & Tanzania Health Promotion Support (THPS) are launching the AFYA HATUA (Sustain Treatment, Enrollment, and HIV Prevention – STEP) project with PEPFAR/CDC support in Lushoto District.

This initiative delivers client-focused, integrated HIV prevention, testing, care, and treatment services across facility and community settings—supporting national HIV epidemic control efforts.

1. Clinical HIV Tester (1 Position)

Reports to: Medical Officer In Charge

Role Overview:
Manage comprehensive HIV Testing and Counseling (HTC) services at facility and community levels, including on-premise and outreach testing, index testing, social network services, and HIV self-testing. Identify and screen facility clients and accompanying persons for HIV testing eligibility.

Key Responsibilities:

  • Coordinate HTC services in facility and community settings.
  • Elicit and test sexual contacts and biological children of index clients.
  • Provide pre- and post-test counseling.
  • Deliver HIV test results and counseling.
  • Facilitate referrals for HIV-positive clients to Expert Clients and the LCM Coordinator.
  • Maintain index testing documentation and reporting.
  • Protect client privacy and confidentiality.
  • Ensure compliance with national HTC guidelines and SOPs.
  • Safeguard THPS property used in testing services.
  • Perform supervisory or additional duties as assigned.

Qualifications & Skills:

  • Diploma in Clinical Medicine, Nursing, or Medical Laboratory Technology, with valid practice license.
  • Diploma in ICT, Health Informatics, or Statistics preferred.
  • Minimum 3 months’ HIV program experience; health facility volunteers encouraged.
  • Strong analytical, multitasking, and organizational skills.
  • Fluent in English and Kiswahili; able to work independently and in teams.
  • Committed to confidentiality.

2. oPITC Medical Attendants (2 Positions)

Reports to: CTC In Charge

Role Overview:
Screen all health facility attendees for HIV testing eligibility, administer testing, enroll HIV-positive clients into treatment, and provide appropriate services for clients who test negative.

Key Responsibilities:

  • Perform risk screening for all facility visitors.
  • Coordinate HTS screening systems before clients access other services.
  • Record vital signs at HTS screening desks.
  • Ensure eligible clients undergo HIV testing.
  • Enroll HIV-positive clients into ART and Linkage Case Management.
  • Initiate index testing for partners, children, and needle-sharing contacts.
  • Offer status-neutral services to HIV-negative clients.
  • Educate clients on HIV prevention, care, and treatment services.
  • Support clients during early care stages.
  • Provide health education on HIV, AIDS, STDs, and their implications.
  • Assume additional duties as required.

Qualifications & Skills:

  • Training as a medical attendant from a recognized college.
  • Minimum 2 years’ experience, preferably in HIV-related roles.
  • Formal HTC training and at least 1 year of relevant experience.
  • Knowledge of national HIV/AIDS interventions and excellent communication.
  • Empathy and respect in client interactions.
  • Ability to work independently with minimal supervision.
  • Fluency in Kiswahili and English.

3. Data Officer (1 Position)

Reports to: Medical Officer In Charge and DACC

Role Overview:
Manage accurate and compliant electronic and paper-based HIV data and records, adhering to facility, district, regional, government, and PEPFAR data management guidelines.

Key Responsibilities:

  • Transcribe patient visits into registers and review data quality.
  • File client records appropriately.
  • Enter and update lab results in the CTC2 database.
  • Conduct data quality checks and backups.
  • Triangulate data across CTC2, ANC, and TB units.
  • Compile quarterly C&T and HEI reports, and monthly HTS reports.
  • Generate and address missed appointment/LTF reports; collaborate on client tracing.
  • Support data requests from facility, R/CHMT, and community partners.
  • Enter weekly performance data in Excel.
  • Record performance of sub-granted staff monthly.
  • Participate in QI meetings.
  • Ensure uninterrupted HIV interventions through district-level communication and coordination.

Qualifications & Skills:

  • Strong written and verbal communication.
  • Minimum one year of experience in HIV/AIDS-related work.
