Job Description

The Program Manager (Clinic Services & HMIS) provides strategic technical leadership and operational oversight across UMATI clinics and SRH programs. The primary objective is to guarantee high-quality, evidence-based clinical service delivery, strict compliance with national/donor standards, and robust data-driven decision-making through advanced Health Management Information Systems (HMIS).

Duties and Responsibilities

1. Project Planning & Technical Quality Assurance

  • Provide technical guidance on SRH program implementation aligned with national guidelines.

  • Conduct bi-annual quality-of-care assessments across all clinics and establish quality improvement action plans.

  • Oversee institutional clinical governance, risk assessment, and adverse event reporting.

  • Promote strict adherence to clinical standards, standard operating procedures, and medical protocols.

2. Clinical Leadership & Operations Management

  • Supervise daily clinic operations, performance trends, and service delivery standards across project sites.

  • Mentor, supervise, and evaluate the performance of Clinic In-Charges (Medical Doctors) and clinical staff.

  • Conduct routine supportive supervision visits and lead monthly/quarterly clinical performance and income review meetings.

  • Enforce healthcare regulations, accreditation standards, and resolve escalated patient care complaints.

3. Data & Health Information Management (HMIS)

  • Ensure accurate and timely clinical data entry into the UMATI DHIS2 platform.

  • Analyze complex health indicators to generate actionable data insights for management and donors.

  • Formulate comprehensive technical reports, document case studies, and package success stories for knowledge sharing with communications teams.

4. Compliance, Risk & Resource Management

  • Monitor clinic performance against strict quarterly targets and ensure value-for-money utilization of resources.

  • Review, vet, and approve field activity requests, budgets, and financial retirements.

  • Enforce organizational safeguarding policies concerning children and vulnerable adults.

Qualifications and Experience

Education

  • Bachelor’s or Master’s degree in Medicine, Nursing, or Public Health (candidates with specific training in Epidemiology or HMIS are highly preferred).

Required Experience

  • A minimum of 7 years of progressive experience in clinical service management, public health systems, or monitoring & evaluation (M&E/HMIS).

  • Proven background working within NGO or fast-paced healthcare project environments.

  • Demonstrated proficiency in health data reporting via DHIS2, advanced Excel, and at least one other statistical analysis software.

  • Strong practical understanding of quantitative and qualitative research design and evaluation methodologies.

  • Excellent leadership, team building, and multi-disciplinary people management skills.

  • High-level analytical capacity with the ability to translate complex health metrics into actionable clinical strategies.

  • Exceptional report writing, presentation, and interpersonal communication skills.
