Introduction

Médecins Sans Frontières (MSF) is an international, independent medical humanitarian organization that provides emergency assistance to individuals affected by armed conflict, epidemics, natural disasters, and exclusion from healthcare.

MSF delivers aid based on need, without regard to race, religion, gender, or political affiliation, adhering to the principles of neutrality and impartiality. These principles must be upheld by all MSF staff.

Qualifications and Experience

Educational Qualifications

  • Essential: Medical Doctor or Paramedical Degree. Specialization or training in Tropical Medicine or related fields is desirable.
  • Must be registered and authorized to practice under the Medical Council of Tanganyika.

Experience

  • Essential: A minimum of 2 years of experience in medical-related roles.
  • Desirable: Previous field experience with MSF.

Languages

  • Essential: Proficiency in English and Swahili. Knowledge of Kirundi and/or French is a plus.

Objectives of the Position

The Medical Activity Manager will define, coordinate, and monitor medical activities in alignment with MSF protocols, standards, and procedures. The primary goal is to ensure the delivery of high-quality medical care to patients and their communities while improving the health conditions of the target population.

Duties and Responsibilities

  • Activity Coordination: Oversee and assess the functioning of medical activities (e.g., HIV, TB, STIs, SGBV) in compliance with MSF protocols. Compile and analyze medical data to evaluate patients’ health conditions.
  • Planning and Budgeting: Participate in the annual planning and budgeting process for the project. Monitor progress and report any challenges to the technical referent.
  • Administrative Oversight: Ensure proper procedures for patient follow-up (e.g., individual card filling, registers, discharge processes) are adhered to according to MSF guidelines.
  • Pharmacy Management: Manage pharmacy operations and ensure rational use of medications. Supervise the appropriate use of medical devices and prepare medical orders while identifying non-medical support needs.
  • Team Management: Coordinate daily work plans for the medical team, handle personnel absences, and participate in shifts as necessary.
  • Staff Development: Collaborate with the HR department to manage recruitment, training, performance evaluations, and staff communication to enhance capabilities and knowledge.
  • Reporting: Prepare monthly reports, including SitReps and medical statistical reports, in accordance with MSF guidelines.

MSF Section/Context Specific Accountabilities

  • Annual Planning: Engage with the Medical Team Leader (MTL) and stakeholders to outline annual activities and present project needs using data and evidence.
  • Administrative Procedures: Oversee staff health activities, manage sick reports, and handle documentation for long-term sick leaves.
  • Pharmacy Management: Conduct rational prescription analysis with pharmacy and nursing teams, ensuring appropriate medication use and accurate stock monitoring.
  • Team Operations: Prepare staff rosters, monitor key medical activities, and assess hospital performance indicators such as mortality rates.
  • Staff Development: Ensure timely updates of staff objectives and facilitate career development through training opportunities.
  • Collaborative Reporting: Prepare comprehensive medical situation reports and work with health partners for disease surveillance and coordination of healthcare services.
